The will to power is the most important philosophical concepts for explaining the reasons and process of shifting power and is one of main impulses for achieving and maintaining it, but is not sufficient for getting and maintaining power. Therefore, having used descriptive- analyzing- deducing method, the paper is going to answer this question: what is the major mechanism of shifting power and what pattern has power shifting in Iran's history followed? Paper findings show that although will to power is necessary to reach and preserving power, but power spirit encompassed will to power, paves the way to reach, preserve and expand power and if it declines the governing class will gave way to the new owners of power spirit. As a result, no tribe and nation or a region appeared more than once as supreme power and power shifted not only between tribes and nations, but also between strata and classes.
